Perry Center Professor Participates in Seminars on Countering Disinformation in the Americas at the Pontifical Catholic University of Chile

Under the auspices of US Embassy Santiago and the Pontifical Catholic University of Chile’s (PUC-Chile) Law Science and Technology Program on “Truth and Democracy: Empowering Media Against Disinformation and Digital Violence” project, Professor Celina Realuyo participated in a series of workshops aimed at educating and empowering journalists, students, and key media stakeholders with the skills and knowledge to identify, assess, and counter disinformation and online violence in Chile.

On December 10, Professor Realuyo spoke on the digitalization of illicit networks in the Americas at a workshop titled “Tools for Countering Disinformation through the Use of Publicly Available Open Sources” at PUC-Chile. The workshop convened 83 participants, including journalists, media students, and researchers from academia, combined theoretical insights with hands-on exercises to equip participants with tools to detect and mitigate disinformation. The workshop was led by Professor Realuyo and members of the Special Forces Battalion on Ciber defense of the Chilean Army including Perry Center alumnus, Lieutenant Colonel Jorge Rebolledo, Commander of the Cyber Defense Battalion of the Chilean Army, Captain MarĂ­a Elena Santis, Commercial Engineer, Sergeant Oscar Santos, Engineer in Cybersecurity, and Angelina Gonzalez, systems engineer.

On December 12, a seminar titled “Disinformation: A Risk to Democracy, an Opportunity for Organized Crime” seminar also took place at the university, with 116 confirmed participants, including journalists, media students, military officers, US Embassy personnel, and academic researchers. Professor Realuyo spoke about how criminal organizations exploit cyberspace with emerging technologies like AI, cryptocurrencies, and disinformation to instill fear and expand their illicit economies. The other presentations covered topics related to democracy, security, the importance of media, and the role of truth in the Chilean context. Speakers included Dr. German Concha, Professor of Constitutional Law (PUC-Chile), Perry Center alumnus Samuel Malamud, Advisor at the Specialized Unit on Organized Crime and Drugs in the National Prosecutor’s Office, Pablo Eduardo Urquizar Munoz, former Presidential Delegate for the Southern Macrozone, Chile, Perry Center alumna Dr. Carolina Sancho, Deputy Director of the National Academy of Political and Strategic Studies (ANEPE) and Professor Eduardo Arriagada Cardini, Co-Director of the Social Listening Laboratory (SoL-University of Chile).
