Perry Center Professor Speaks at GCTF Workshop in Chile

On November 8, 2023, Professor Celina Realuyo briefed the Global Counterterrorism Forum (GCTF) workshop on Operationalizing the GCTF Counterterrorism Watchlisting Toolkit in the Western Hemisphere. She described the threat of foreign terrorist fighter flows possibly capitalizing on the irregular migration patterns in the Americas headed to the United States. She briefed on the potential threat from the FARC dissidents and ELN in Colombia, Shining Path in Peru and Hezbollah in the Americas. She shared FBI Director Wray’s warning that the Israel-Hamas war could inspire Islamic terrorist attacks around the world, including in Latin America. The GCTF seeks to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat and prosecute terrorist acts and counter incitement and recruitment to terrorism.
