From October 30 to November 3, the Perry Center conducted a mobile Strategy and Defense Policy course for civilians and military personnel in Suriname. The weeklong forum, led by course director Dr. David Spencer, focused on defense ministry roles and responsibilities, civilian oversight of military institutions, and fostering civil-military relations, while developing an understanding of global and regional defense challenges. The opening ceremony included participation by US Ambassador to Suriname Robert J. Faucher, Suriname Chief of Defense Colonel Werner Kioe A. Sen, and Suriname Minister of Health and Acting Minister of Defense Dr. Amar Ramadhin. Perry Center Dean of Academic Affairs Scott Tollefson, Professor Luis Bitencourt, and Colonel Barbara Fick also supported the course and engaged with Suriname officials and Perry Center alumni to discuss current and future collaborative efforts.
