From November 22 to 30, 2024, the William J. Perry Center for Hemispheric Defense Studies, in partnership with the Metropolitan University of Asuncion (UMA), executed a comprehensive agenda of forums, workshops, and institutional visits to enhance regional cybersecurity knowledge and address strategic geopolitical challenges. As part of an institutional educational agreement, the Perry Center and UMA engaged students, professors, government officials, and Perry Center graduates in activities across UMA campuses in Alto Chaco (Filadelfia), Bajo Chaco (Villa Hayes), and Asuncion. Key topics included geoscience (cybersecurity and space), geoeducation (higher education and social inclusion), and geoeconomics (industry training and poverty reduction). Discussions covered issues such as human trafficking, the use of drones, and the legislative frameworks necessary to address current and emerging cybersecurity threats. The program featured visits to the Institute of Advanced Strategic Studies (IAEE) and the Academy of the Armed Forces, culminating in Dr. Boris Saavedra’s presentation on “Invisible Borders in Cyberspace” at the Latin American Forum of Ideas 2024. Through these efforts, the Perry Center and UMA demonstrate a shared commitment to building cybersecurity capacity, fostering cooperation, and advancing legislative dialogue in Paraguay.
