On March 31, 2025, 47 students and faculty members from the master’s program in National Strategic Planning and Conduct (PMPCEN, known for its acronym in Spanish) at Paraguay’s Instituto de Altos Estudios Estratégicos (Institute for Advanced Strategic Studies – IAEE) visited the William J. Perry Center for Hemispheric Defense Studies. The group was led by the General Director of the Institute, Major General Edwin Ramon Martinez Gonzalez, and the Academic Director, Colonel Oscar Ramon Armoa Avalos. Perry Center Director Dr. Paul Angelo offered welcome remarks, and Dean of Academic Affairs, Dr. William Godnick, delivered the center’s organizational brief and led discussions regarding educational approaches for strategic defense planning and the challenges of shared threats to peace and stability in the Western Hemisphere.
