On May 25 the Perry Center welcomed a group of students from Colombia’s War College (ESDEG), a close institutional partner of the Center. Colombians comprise about 10 percent of Perry Center alumni, and many of those are ESDEG students, graduates, and faculty. Colombian Brigadier General Fabio Caro Cancelado and Lieutenant Coronel Edwin Cedeño led the group of students from ESDEG’s General Staff Course. Perry Center Director Paul Angelo provided welcoming remarks, Academic Dean Scott Tollefson provided an organizational overview, and Professor David Spencer discussed Russia’s war in Ukraine, which is likely to impact levels of criminality and political instability in Latin America. Dr. Spencer addressed the strategic problems and imperatives on both sides, China’s intervention and resulting leverage in terms of prolonging or ending the war, and how globalization and interdependence increase international impact, particularly on food and energy supplies.
