Perry Center Receives Delegations from Guatemala and Mexico

On May 13, 2025, the William J. Perry Center for Hemispheric Defense Studies welcomed delegations from the Command of Higher Education of the Guatemalan Army (COSEDE) and Mexico’s Center for Advanced Naval Studies (CESNAV). Perry Center Director Paul J. Angelo, the Dean of Academic Affairs, William Godnick, and Professors Boris Saavedra and Celina Realuyo received the combined group of 63 students.

“Security and defense are not imposed—they are built through legitimate institutions, via cooperation between countries, and with leadership committed to the service of its people,” said Dr. Angelo. “These dynamics challenge us all equally, but also offer us an opportunity: to strengthen our institutions and deepen cooperation among them.”

The visit included an institutional briefing on the Perry Center’s mission, organization, and strategic priorities, followed by two presentations: “Cybersecurity in Latin America 2025” by Dr. Boris Saavedra and “Combating Organized Crime and Terrorism from the US Perspective” by Professor Celina Realuyo. This trilateral engagement underscored the Perry Center’s continued commitment to strengthening hemispheric security and defense through education, dialogue, and collaboration.
