From August 22-26, a small Perry Center delegation headed by Dr. Paul Angelo traveled to Guatemala to engage and participate in official visits and academic events focusing on contemporary security and defense challenges in the Americas. Professors Celina Realuyo, Boris Saavedra, and invited guest speaker Ricardo Gomez Hecht each focused on specific challenges in their presentations which included illicit networks, synthetic drugs, and cybersecurity governance. The week’s activities were coordinated and organized with the full cooperation of the Ministry of Defense, the Ministry of Interior along with the Guatemalan alumni chapter, the Guatemala Army War College (COSEDE) and the National Institute for Strategic Studies (INEES). Over 270 security and defense professionals, including nearly 60 Perry Center alumni, participated in conferences held at COSEDE, the Center for Studies and Doctrine of the National Civil Police and the Ministry of Defense. At the final forum held at the Ministry of Defense auditorium, Vice-Minister General Carlos Norman Gonzalez awarded the “Monja Blanca” medal to Dr. Angelo. This distinction is given to military or civilians who have demonstrated actions of fraternity, friendship and support for the Guatemalan Armed forces and the Guatemalan society.
