The Emerging Leaders Summit (ELS) is a one-week in-resident seminar conducted in Spanish that familiarizes the next generation of security and defense professionals with the ongoing security challenges in the Americas. ELS is designed to provide a platform for dialogue and peer-to-peer exchanges between countries in support of the mission to advance sustainable institutional capacity, strengthen the rule of law and democracy, and promote a greater understanding of security and defense policy. Participants will be exposed to paradigms and approaches to strategic leadership, critical thinking, ethics, and democratic governance in the context of security challenges in the Americas. Additionally, ELS will provide professional tools, workshops, excursions, and networking events to enhance participants’ career development.
SUMMIT OBJECTIVES
The program is designed to build a foundation for rising individuals within the security sector to foster personal and professional development while creating collaborative transnational networks. During the seminar, participants will enhance their knowledge of international security and defense issues and identify mechanisms for collaborative responses. Candidates must possess a professional interest in the security and defense sectors and demonstrate relevant experience in the field. Potential candidates should come from the following backgrounds/fields of interest:

ATTENDANCE COSTS
The Perry Center will grant a full scholarship to individuals selected to attend this in-resident seminar in Washington, DC. Scholarships include round-trip airfare, lodging for the duration of the seminar, and all meals (combination of contracted meals and per diem payments). There is no cost (tuition) to attend the seminar itself. In accordance with Department of Defense policy, citizens of “high income” countries (as established by the World Bank) are not eligible for scholarship funding travel to Washington DC. As of 01 July 2023, this restriction applies to the following Western Hemisphere nations and territories listed below. Citizens of these countries may still apply to the Emerging Leaders Summit but in an entirely self-funded status. Regional professionals living in Washington, DC, can also apply, as there is no cost associated with their participation, but they are not guaranteed admission.
