A bipartisan congressional delegation, including Representatives Stephanie Murphy, Mark Green, Kathleen Rice, and Kurt Schrader, visited the Perry Center’s Strategy and Defense Policy – mobile (SDPm) course in Paraguay on August 5. The delegation had the opportunity to interact with participants and course director Dr. David Spencer, who showcased the Center’s work in partnership with Paraguay’s Army Command and General Staff School (ECEME).

The SDPm course is a mobile version of the Center resident flagship course. It is designed to support work in ministries of defense and enhance civil-military relations. Focus areas include policy writing, institutional reform/transformation, strategic planning, and resource management. Sixty-four participants (25% women) from the military (Army, Navy, Air Force), National Police, and civilian organizations (Prosecutor General’s Office, Foreign Ministry, Senate, House, universities, and business community) attended the two-week course.
