On November 19, a delegation from the Guatemalan Army’s Superior Command for Education (COSEDE) visited the Perry Center for an organizational briefing and dialogue on topics in Western Hemisphere security. The 41-person delegation was comprised of emerging Guatemalan security and defense sector leaders, and was led by Brigadier General Ismar Mendez, Guatemalan Defense Attaché of Guatemala in the United States, and COSEDE leadership Colonel Nelson Milian Rosales and Colonel Ariel Salvador de León. Following remarks by Director Mark Wilkins and Associate Dean for Academics Scott Tollefson, Professor Guillermo Pacheco provided an organizational overview to the delegation. The delegation also attended two academic presentations: “The public-private relationship and its impact on Central American security,” by Dr. Boris Saavedra, and “Strategic leadership and its impact on security and defense policy formation,” by Professor Pacheco. The delegation and Perry Center representatives participated in a broad-ranging discussion on topics of mutual interest to the United States and Guatemala.
