ANEPE Visits the Perry Center

Faculty and students of Chile’s National Academy of Strategic and Political Studies (ANEPE) visited on June 16, 2016, for an academic exchange with the Perry Center faculty. ANEPE’s Director, Lieutenant General Felipe Arancibia Clavel led a delegation that included ANEPE faculty and a diverse roster of students that included both Chileans and international fellows from Brazil, Mexico, and Germany.

In addition to an orientation for students on the mission and programs of the Perry Center, National Defense University (NDU) and Perry Center professors presented on topics of shared concern for the United States and Chile. Dr. Alex Crowther, Deputy Director of NDU’s Center for Technology and National Security Policy, lectured about the principles of cybersecurity. Dr. Luis Bitencourt and Prof. Guillermo Pacheco of the Perry Center led a discussion on defense institutional governance in which they and ANEPE students exchanged ideas on the principles of good governance, catalysts and obstacles to reform, and lessons learned from the experiences of the United States, Chile, and countries in the Americas.

ANEPE and the Perry Center enjoy a longstanding and robust partnership in which they have collaborated on academic programs and major research conferences. In 2008, ANEPE received the William J. Perry Award for Excellence in Security and Defense Education in recognition of the institution’s sustained record of superior scholarship and research. In a meeting on Thursday, Lieutenant General Arancibia and Mark Wilkins, Director of the Perry Center, identified opportunities for continued institutional cooperation in the future.

ANEPE’s visit to the Perry Center was part of an extensive US tour that included meetings at the Department of State, the Pentagon, and the Inter-American Defense College. Thursday’s academic exchange culminated a two-day visit to NDU in which General Arancibia met with the University’s President, Major General Frederick M. Padilla, USMC, as well as leadership of the College of International Security Affairs (CISA).
