On Friday, September 14, 2018, students enrolled in the Advanced Military Studies Course (CAEM) at the Colombian National War College (ESDEG) arrived to the Perry Center for an academic exchange. The 23-person delegation, led by Major General Juan Pablo Amaya and Colonel Oscar Tobar, was greeted by Perry Center Director Lieutenant General (ret.) Frederick S. Rudesheim, Professor Dr. David Spencer, and Dr. Alex Crowther. Dr. Spencer presented on the New Modes of Operation of Organized Crime in the Americas while Dr. Crowther, Distinguished Senior Research Fellow at NDU, presented on cybersecurity.
