On November 18, Perry Center Acting Director Ken LaPlante welcomed a 40-person delegation from the Guatemalan Army’s Comando Superior de Educación (Superior Education Command – COSEDE). The delegation included students and faculty members from COSEDE’s 14th Advanced Strategic Studies Course, including COSEDE academic advisor and Perry Center alumnus Colonel Olmedo Vasquez Toledo. The visitors attended lectures on “Defense Cooperation in the Inter-American System” and “The Conceptual Evolution of the Theory of War” by Professors Guillermo Pacheco and Carlos Ospina, respectively.
