On May 20, as part of the long-standing cooperation between the Perry Center and the Strategic Management Course for Defense and Crisis Administration (CEDEYAC) program of the Peruvian Naval War College, Perry Center Dean of Academic Affairs Dr. Luis Bitencourt gave a talk via videoconference (VTC) on Stability, Security, Transition and Reconstruction (SSTR). Dr. Bitencourt and the CEDEYAC participants in Lima, Peru, discussed the complex issues inherent in maintaining peace while respecting state sovereignty as well as the rules and laws that guide decision making in these international scenarios. Dr. Bitencourt also presented on the overall rationale behind the Responsibility to Protect Project, the strengths and limitations of multilateral interventions at the strategic or tactical level,  and the changes in US SSTR doctrine in the aftermath of the Iraq War.
