On Tuesday, May 23, a delegation from the Advanced Strategic Studies Course (CAEE) of the Command for Education of the Armed Forces of Guatemala (COSEDE) visited the Perry Center to discuss security and defense policymaking. Director Mark Wilkins welcomed the 36-person delegation, which included both military and civilian officials and was led by COSEDE’s deputy director, Colonel Marvin Solares Lutin, and Course Director Colonel Agustín Herrera Gonzalez.
After Director Wilkins’ remarks about the mission of the William J. Perry Center for Hemispheric Defense Studies, Adjunct Professor Guillermo Pacheco lectured on the principles of defense policy formulation. Dr. William Godnick, Professor of Practice, followed with a presentation on the Strategic Foresight Initiative (SFI), a two-year collaborative applied research project by the Perry Center and international partners to develop, assess, and forward plan for future global and regional threat scenarios. After spending time visiting landmarks around Washington, DC, the delegation will travel to Miami to continue their trip.
