A delegation from the Command for Education of the Armed Forces of Guatemala (COSEDE) visited the Perry Center to discuss themes of defense and governance. Perry Center Director Mark Wilkins welcomed the 39-person delegation, comprised of both military and civilian officials. Perry Center Professor Dr. Luis Bitencourt followed Director Wilkins’ opening remarks with a presentation on the formulation of defense policy in complex scenarios. The COSEDE delegation also heard from Perry Center Professor Guillermo Pacheco, who lectured on the Center’s mission and addressed themes of defense governance in the Americas.

The COSEDE delegation will spend the next week in the United States. In addition to their visit to the Perry Center, they will meet with officials from a variety of academic and government institutions, including the Inter-American Defense College.
