The purpose of the National Security Planning Workshop (NSPW) was to facilitate a methodology to help the new government develop a new strategic direction and purpose for their national security team, and consider whether a National Security Policy should be adopted. The Perry Center provided academic context, best practices, and examples of National Security Strategies in the region.

The high-level participation included the Minister of Government, Vice-Minister of Public Security and various program directors. Other participants included officials from the various public security agencies, the Panama Canal Authority, and the Ministry of Foreign Relations. The event was sponsored by the US Embassy.
