On September 23, a delegation from Paraguay’s Institute for Advanced Strategic Studies (IAEE) visited the Perry Center for an organizational briefing and special seminar on US foreign policy in the Americas. Nearly 140 students from the IAEE training course in strategic leadership, accompanied by Academic Director Colonel Julio Cesar Garay Flores and Program Director Colonel Juan Ramon Meza Gomez, participated in a half-day seminar with Perry Center faculty. Dr. Luis Bitencourt, Dean of Academic Affairs, delivered opening remarks and presented on current challenges for defense and security in the Hemisphere. Professor David Spencer then presented on US foreign policy in the Western Hemisphere.
