Perry Center Professor Luis Bitencourt was invited by the University of Guadalajara and the Institute for Transparency to participate in the Second Conference on Citizen Security, from November 9 to 11, in Guadalajara, Mexico. He delivered the keynote and participated on two panels, where he commented on various aspects of the balancing act between security demands and transparency in a democratic state.

The conference reached over 900 participants (on the main campus, as well as five satellite locations where the conference was transmitted. Professor Bitencourt also had the opportunity to connect with some of the Perry Center’s distinguished alumni who were also participating in the Conference.
