On February 20, the Perry Center coordinated a VTC with the Perry Center alumni association in Jalisco, Mexico. The lecture was titled, “Governability and Security Challenges Facing the Emergence of Self-defense Groups,” and was provided by Professors Carlos Ospina and Patricia Escamilla-Hamm to over 350 participants. The event was broadcast to several different locations within the University of Guadalajara, to the Citizen Council on Public Security, Prevention, and Social Reintegration of the State of Jalisco, and to other Perry Center alumni participants from diverse locations including Colombia, Peru, Paraguay, and Panama.
