On August 3, 2021 the Perry Center facilitated the third of a series of virtual roundtables to support the Ministry of Defense of the Dominican Republic in their effort to develop their new Defense White Paper. This roundtable was led by Perry Center Professor William Godnick and focused on the issue of the relationship between defense white papers and official national defense policy. Expert presentations were delivered by Perry Center professors Luis Bitencourt and Celina Realuyo as well as Perry Center alumnus Lieutenant Colonel Jose Luis Andrade (Ecuador, Defense Policy for Complex Threats 2018). In his role as Director of Defense Policy with the Ministry of Defense of the Republic of Ecuador, Lieutenant Colonel Andrade explained how the defense white papers have evolved to the point where they now represent the process for developing and implementing official national defense policy.
