On October 6, 2015, Vice Admiral Carlos Alberto Matias, Chief of the Brazilian Ministry of Defense’s Strategic Planning Department, led a delegation visiting the Perry Center and National Defense University. Rear Admiral Sergio Segovia, Deputy Chief of Strategic Planning Department, and Major General Osmar Lootens Machado, Chief of Delegation of Brazil to the Inter-American Defense Board, accompanied Admiral Matias. Meeting with Perry Center Director Mark Wilkins and Mr. Jay Cope, Senior Research Fellow and Deputy Director, Center for Strategic Research, National Defense University, the delegation learned about the missions and programs of the Perry Center and NDU. All parties then participated in a discussion of the challenges of planning major events and ways to apply Department of Defense strategic planning methodologies.
