After a slight delay caused by Hurricane Sandy, General Rogelio Cano and more than sixty students from Paraguay’s Institute of Advanced Strategic Studies (Instituto de Altos Estudios Estratégicos – IAEE) visited the Center for Hemispheric Defense Studies. The students represent a cross section of military officers, police officers, and senior civilians, and are undertaking a year-long academic program focused on security studies. The group was welcomed by CHDS Director Dr. Richard Downie and the staff at CHDS. Professor Kevin Newmeyer presented on the strategic planning process for public organizations and Professor Guillermo Pacheco led a discussion on the development of defense white papers. The visit to CHDS was part of the IAEE’s week-long study trip to Washington, DC.
