
On March 25, 2026, the William J. Perry Center for Hemispheric Defense Studies conducted academic engagements with professional military education institutions in Argentina, including the Joint War College (Escuela Superior de Guerra Conjunta, ESGC) and the Armed Forces Intelligence Institute (Instituto de Inteligencia de las Fuerzas Armadas, IIFA).
The Perry Center delegation included Professors Arturo Sotomayor and Jeffrey Zinsmeister, and Alumni Affairs Coordinator Georgina Crovetto. At ESGC, the delegation delivered a presentation addressing Chinese engagement in the Western Hemisphere and its implications for critical infrastructure, nuclear energy in Latin America, the space domain, and cybersecurity and national defense.
Later that day, at IIFA, the delegation presented on the 2025-26 US National Security Strategy, including its key priorities, regional implications, and relevance for Argentina and Latin America, followed by an exchange with participants.
Dr. Julio Spota, President of Argentina’s National Defense University (UNDEF); Colonel (ret.) Alberto Victorio Aparicio, Dean of the Joint Military Faculty; Brigadier General Esteban Guillermo Ledesma Cuoto, Director of ESGC; and Colonel Facundo Martín Federico Zorzi, Director of IIFA, supported and hosted these engagements.
