Directly from Mexico City, Perry Center’s Professor Luis Bitencourt lectured to 42 students of the Peruvian Defense Advanced Studies Course on “Defense Policies and Regional Defense Systems”. Luis also had as a special invited speaker, the former Perry Center’s Professor Guillermo Pacheco, who was also in Mexico City and is a respected authority in Latin American policies of defense and regional defense systems. The result was an animated and informed discussion with intense participation of the course participants.
