On August 10, 2026, the William J. Perry Center for Hemispheric Defense Studies launched the in-residence phase of its Hybrid Threats in the Americas (CHTA) and Homeland Defense and Border Security (HDBS) courses in Washington, D.C.

The CHTA course, led by Professors Celina Realuyo and Dr. Boris Saavedra, examines the growing complexity of hybrid threats in the Western Hemisphere, including the convergence of transnational criminal networks, terrorism, cyber actors, and external state influence. Participants will explore policy approaches and strategies to counter these threats across multiple domains.

The HDBS course, led by Professor of Practice Jeffrey Zinsmeister, focuses on the strategic and policy dimensions of homeland defense and border security, emphasizing regional cooperation, governance, and the intersection of security with economic and migration challenges. Through lectures, discussions, and practical exercises, participants analyzed how national and regional policies can address evolving security dynamics.

Both courses bring together civilian and military professionals from across the hemisphere to strengthen partnerships, build professional networks, and foster collaborative approaches to shared security challenges.
