Perry Center Professor Supports Human Rights Initiative in Peru

From 12 – 16 June 2023 Professor of Practice William Godnick joined the US Southern Command’s Human Rights Initiative in support of its engagement with the Ministry of Defense and the Armed Forces of Peru. More than 30 officers from the three branches of the armed forces and the national police participated. Dr. Godnick moderated panels on use of force in the context of law enforcement and combat operations and military human rights education. Additionally, Dr. Godnick made a plenary presentation on the human rights humanitarian implications of Russia’s invasion of Ukraine. The event was opened by Minister of Defense Jorge Chavez Cresta, a Perry Center alumnus. The USSOUTHCOM Human Rights Initiative is a collaborative effort that draws its mandate from a Consensus Document voluntarily signed by all member governments. Current participants in the Human Rights Initiative include Belize, Colombia, Costa Rica, Dominican Republic, Guatemala, Honduras, Panama, Paraguay, Peru and Uruguay.
