On the 12th of March, Perry Center professors Dr. Luis Bitencourt and Guillermo Pacheco presented their experiences on confidence building measures during a conference on that topic at the Organization of American States (OAS). At the OAS’s Sixth Forum on Confidence and Security-Building, Dr. Bitencourt highlighted the role the Perry Center provides to enhancing cooperation and confidence building in the Americas through educational programs. Professor Pacheco also addressed the issue by using the example of the Center’s collaboration with the Inter-American Defense Board to develop the Haiti White Book for Security and Defense. Pacheco, an expert on defense policy development, contended that Defense White Books contributed to the transparency of defense policy and, as a result, helped improve security and defense confidence building measures in the region.
