On October 1, Perry Center professor Dr. David Spencer moderated the webinar “Perspectives on the Brazilian Defense Strategy.” General (ret.) Sergio Etchegoyen, Former Secretary of Institutional Security, Brazil Presidency described how the defense policy model is designed for the whole country, not just the military while General Décio Luis Schons, Chief, Department of Science and Technology, Brazil Army provided a perspective through the lens of science, technology and innovation and noted the importance of cooperation with allies and neighbors. Perry Center professor Dr. Luis Bitencourt, spoke about the civilian view of policy, commenting on the goal of transparency, and Mr. Fabián Calle, Senior Associate Consultant for Berensztein commented on the Argentine perspective as a strong neighbor and sometimes rival to Brazil, while also emphasizing the necessity for strong coordination between foreign policy and defense policy. The webinar was attended by over 150 registered guests, including many Perry Center graduates.
