Perry Center Professor Celina Realuyo presented on the “Financial Front of the War against the Islamic State and US Strategy to Counter ISIL” before 48 members and guests of the briefed the Inter-American Defense Board at the Casa del Soldado, including Brigadier General Joseph Whitlock, Deputy Director, J-5 Strategic Plans and Policy Directorate. Her participation was part of a half-day IADB seminar on “ISIS and the Western Hemisphere” that included briefings on the rise of ISIS, the role of NATO in the counter-ISIS campaign, and the French response to ISIS in the wake of the November 13, 2015 Paris attacks.
