On November 15, 2023, Perry Center Professor Celina Realuyo briefed the Ohio Senate Community Revitalization Committee on the topic of America’s fentanyl crisis and the China and the Mexican cartels’ asymmetrical war through the drug trade. The committee hearing examined Senate Concurrent Resolution 7 to condemn the People’s Republic of China for its role in the global drug trade, especially in its capacity as the largest point of origin of fentanyl smuggled to the United States. Professor Realuyo explained how the Mexican cartels and their Chinese suppliers and money launderers have exploited the fentanyl epidemic in the US to further enrich and empower themselves. She recommended increased sanctions against the Chinese fentanyl traffickers and the designation of the Mexican cartels as foreign terrorist groups to address the fentanyl crisis that is killing thousands of witting and unwitting Americas with fentanyl and fentanyl-laced drugs.
