The effort to combat blue crime suffers from a lack of public understanding of the concept, what the enemy looks like, and of the impacts of these illicit activities on their countries, their economies, and their daily lives. There are a number of national efforts in the Western Hemisphere that can be used to target this vulnerability, educating the public on the maritime territory of their nation, why it is important, and why efforts to undermine or criminalize it are worth combating. This cultivation of civic maritime domain understanding fosters political will, broadens sustained public support, and is a critical part of the broader struggle against blue crime.
