BIOGRAPHY

Dr. Heriberto Acosta-Maestre is a Cyber Policy Fellow at the William J. Perry Center for Hemispheric Defense Studies at the National Defense University. He specializes in cybersecurity policy, ransomware, and artificial intelligence (AI). Dr. Acosta spent 15 years as a Technical Program Manager with the Puerto Rico Army National Guard. He earned his PhD in Information Systems from the College of Computing and Engineering at Nova Southeastern University, where his dissertation focused on studying threat avoidance behavior in the context of ransomware security incidents among college students. He also holds a Master's Degree in Data Mining and a Bachelor's in Computer Engineering, both from the Polytechnic University of Puerto Rico. His research interests include information security, health data science, and data mining applications.
