Perry Center Joins US Embassy for Virtual Cyber Fundamentals Course Graduation in Asunción, Paraguay

On September 22, 2025, the William J. Perry Center for Hemispheric Defense Studies joined the US Embassy in Asunción, Paraguay to recognize graduates of the virtual Cyber Fundamentals course, highlighting the Perry Center’s commitment to fostering cybersecurity leadership in the Americas.

The US Embassy’s Chargé d’Affaires Robert alter presided over the ceremony, which Commissioner General Carlos Humberto Benítez González, Director of Paraguay’s National Police, also attended. Their presence underscored the growing importance of cybersecurity as a strategic regional priority.

Dr. Paul J. Angelo, Director of the Perry Center, and Kara O’Ryan, Associate Director of Outreach and Admissions, represented the Center, celebrating the achievements of the graduates and emphasizing the vital role that cybersecurity plays in national defense and regional stability.

In his remarks, Dr. Angelo expressed the importance of cybersecurity for the future of defense, highlighting that “cybersecurity is a strategic issue that affects national security, democracy, economies, and ultimately, the sovereignty of our nations.” He emphasized the need for strong, coordinated responses to digital threats and for continued efforts to build frameworks that ensure digital resilience.

The event underscored the Perry Center’s dedication to building a community of leaders who can anticipate risks, forge consensus, and make informed decisions in a rapidly changing world.
